Can't save "Apply above settings to active and future listings"

Under Account Settings > Selling Preferences > Your buyers > Managing who can buy from you > Edit > scroll to bottom

When I toggle the "Apply above settings to active and future listings" switch to blue (on) at the bottom of the page and save, it appears to save when the page is refreshed, but always disappears later. How do I get it to stay put?

Although it may be a bit confusing, I believe that is the intended behavior.

The only time the link is blue and active is when you have changed the settings but have yet to apply the changes. Once you use the link to apply the changes to your listings, the link will become inactive again until you have additional changes to apply.
