Just tried to the (re)list some items on eBay.com and the 'can't list' bug is bag. Havn't had this problem in 3 years or so.
I want to list and get this message:

What's going on here? The quantity I list is in the tenth. Didn't see that bug for a few years.
What's going and what's the fix?

We get something like this once every couple of months--requires us to contact eBay to have it lifted. For us, eBay calls it a 'brand limit'. For example, we could always list a $25000.00 USD Ebel 1911 Automatic, but seem to have problems listing $100.00 Seikos and Casios. For some reason, eBay has applied limits to certain brands (we have asked why and have received many different reasons). We have yet to be specifically told how long these limits last for (apparently being a seller of vintage watches for two years with 100% positive feedback doesnt count). Looks like the issue for you is quantity. If you are able to, can you list one singly? Best to contact eBay and request the limit be lifted, be prepared to repeatedly ask and use a variety of contact methods (Facebook, Twitter, Phone, e-mail).

At that point I knew it's not a scam and I really talk to eBay!
Anyway, conclusion is that there was no conclusion and it's probably a bug and eBay will look into it.

Call again to see if you can get someone to help explain what specifically is limited. I don't think it's a bug. I see messages like that sometimes when listing in a new category... they put a limit on the number of items that can be listed in the new category until you sell a few and prove yourself. There are all kinds of hidden limits and you don't realize they're there unless you run into them. If CS can't lift the limit they should at least be able to tell you what's limited and what it will take to get past the limit.

I had that problem before a few years back.
Example, I just tried to revise this listing (tried to lower quantity), and failed:

That item is low scam potential, sold many 100 already, 100% positive customer responses.
