You can try. However, what would you put in your lisitngs to describe your policy and what will you do when it's ignored and someone bids?

You started out with zero feedback too you know. And did it occur to you that a seasoned buyer is just as likely, if not more likely, to scam you seeing as how they know how things work here? And did you know that we can all have multiple accounts? A zero feedback buyer isn't necessarily a brand new buyer. Or a scammer for that matter.

Run auctions with Reserves.
Every time you see a new bidder, look at her feedback left for others.
Cancel bids from those you don't like.
Manually Block those cancelled bidders.
End your Auction at least 12 hours early to prevent snipe bidders.
You won't have many successful transactions, since newbies are enthusiastic buyers, some experienced members have multiple accounts, most bidders dislike Reserves, and snipers win when they bid high.
But you will have control.

What was your feedback score at when you started using eBay? And seeing how all 5 of your feedbacks are only as a seller, that effectively puts you at 0 feedback as a buyer.

With only one feedback this year-would you allow you to bid? According to you, you are a bad prospect. Now, should a buyer look at that and think, No, don't bid there, they only have one feedback.

Feedback scores are not a good measure if buyer quality. The most devious buyers are the ones who know how to start new accounts and quicly acquire feedback.
There is no way to protect yourself from fraud on eBay. If that is a substantial concern, I can save you time and tell you that eBay is not for you.

I have been selling here for years.
I just made my first buy on ebay, would you block me and my money ?
We have blocks that we can use, but new buyers is not one of them.

Ebay allows certain requirements to be set for buyers as shown at this link
Specifically:
Don't have a PayPal account
Have unpaid items recorded on their account
Have a primary shipping address in countries you don't want to ship to
Have reportedly violated eBay policies
Have a negative Feedback score
Are currently winning or have bought a large number of your items in the last 10 days

No one was arguing or putting you down. Experienced buyers and sellers were just explaining why your plan wouldn't work.
