They keep sending offers to me but i dont ship their. I went head block the buyer hope that was right thing to do.

"4. By default, blocked buyers are still able to contact you about your listings. If you don't want buyers blocked by your requirements to contact you, select Don't allow blocked buyers to contact you in Site Preferences"

Unblock the buyer because wanted to give them a chance and I am very happy I did because so far they did not make offer on the item that ship only in us.

It is true that you can block buyers for any reason, but if you block them for no good reason than it will be a negative towards you eventually.

Yes, you can add the buyer to your BBL.
To prevent this from happening in the future, you can set your Buyer Requirements to block buyers in locations that you don't ship to. If you don't want any messages from those blocked buyers, make sure to check off the "don't allow communications from blocked buyers" at the bottom of the Requirements set up page.
You can also set a PayPal block "Block Payments in a currency I do not hold".
