Can a customer re-order and you don't ship as a way to repay a refunded order?

It happens fairly often that a buyer asks for a refund for not getting their order and they get it shortly after. Often they will offer to repay but eBay seems to provide no option for this.
Is it ok to have a buyer re-order the item and not ship it? One buyer is requesting that I do that but wouldn't I be committing fraud or is it ok with the buyer's approval?

I've done it and entered the tracking from the original order and I'm still alive.

You might end up with a defect for not shipping.

eBay is currently working on a solution to this problem, as it happens quite often. eBay is okay with having the buyer send money through PayPal in the meantime. That would be more direct ... and less expensive ... than pretending to sell/buy the item again. You won't have eBay fees.
