Because we just started offering shipping to U.S. Protectorates (Puerto Rico & Virgin Islands), we want to be sure they all understand the combined shipping options that we offer. Additionally, we want continental U.S. customers to know that we will and can ship First Class if they would prefer, and if the item fits certain specifications. Is it possible to add a paragraph to all 170+ of my listings at once?

yes I have done it.
go to your listing page and click the box to edit them all. The edit listings screen will open up.
Once open again click the box to edit all. then click the edit fields drop down arrow and pick the section you want to change.
I would guess you want item description
another box opens up and you can enter what you want to add
you get a choice to add to every listing in bulk This option I think just puts the new text at the beginning or the end, I cant remember.
Also there is a find and replace option which I used so I could have my new wording put where I wanted it.
So when I update my terms I just copy and paste the old in the find section and the new in the replace part.
all my listings have the same exact wording now so it is easy. I think maybe I had to do it in batches at first as there were a couple of versions. good luck.

you can, just as @points13 explained, however, once you do it immediately manually check all your listings because the bulk editor is not best feature and sometimes will mess your listings up. So just check them after you do what you need make sure all is OK. I would update (or make if you don't have them yet) your templates with the new info, that way when you make new listing just use the template and it's all there.

Your Exclusions:
Excludes: APO/FPO, Africa, Asia, Central America and Caribbean, Europe, Middle East, North America, Oceania, Southeast Asia, South America
It's probably because you exclude "Caribbean".
