I have not been enrolled in GSP, but now have a sale to the Ukraine. Is there any way to generate an invoice using GSP?

No.
But if you didn't have a set price for shipping to there, your invoice can have a shipping price that will reflect your concerns about security in transit and on delivery.
And if the buyer finds that a $10 item with $150 tracked and insured shipping is too high, you can graciously Cancel the transaction At Buyer's Request.
Then go to every one of your listings and either add GSP or Block all the countries you do not want to ship to, including war zones like Ukraine and countries with no rule of law like Russia or China.

Relatives in Russia here - they have a "rule of law." The mail may be a bit slow due to the huge size of the country and struggles with infrastructure, but everything we send gets to our relatives.
As a seller all of my packages have gotten to China with no problems.

You might not be able to make it a GSP sale but eBay does have their International Delivery option when you print the label. Basically it's the same thing. You send the package to the address in the US and they forward it to the buyer.

Did your buyer supply an overseas address or a US one? You can always have them agree to cancel the sale and redo it with GSP enabled in the listing.
