There's no such thing as "free shipping." The correct term is "postpaid" or "shipping included." USPS publishes its rates (retail and commercial) online:

First Class Package Service and Media Mail are based on weight, not distance, so it's easy to determine the cost and add whatever amount you wish to the item price. Zoned services such as Parcel Select, Priority Mail and Priority Express Mail are based on distance as well as weight and dimensions. The variable pricing makes deciding on a single "average" amount a bit more difficult. Fortunately, Priority Mail does provide some fixed-rate options and free boxes and envelopes.
