It is so hard because Ebay believes there is no reason to. They believe that so deeply that they have limited the actions any human can take to override what is automatic on the system.
Exceptions are not made for any Ebay rules and regulations. Even the smallest seller error cannot be reversed, and Ebay thinks they and their automation are never wrong.

Just post up what you think you need help with here. A lot of experienced sellers can help guide you to the right place. It's not as simple as wanting to talk to a Manager....

@vr6scirocco88 Speaking to a CS manager will get you someone to agree with you and tell you they will send a ticket and get back to you in 48 hours.
You will hear nothing.
It looks like from the FB left and your response CS has already not told you some things correctly.
Lots of people on here that can help.

Yes, that feedback left for others asks more questions than it answers.

Not to mention this feedback reply to a neutral(!) feedback about a damaged item:
"Beware of this ebay scammer. The speaker was no damaged by me. It was damaged by the buyer or by fedex. Buyer refused to put in a claim in with fedex. Also tried to get me to pay for parts to fix said damage. I was also told by ebay that i am not responsible for damage done by fedex. This is a scam to get the speaker for free."

The phone reps have a terrible reputation for getting you off the phone as soon as possible even if that means giving you the advice you want to hear instead of the advice you need to have.
Here are your options for contacting Ebay Customer Service. Please be aware that for social media CS, you send them a Private Message and briefly explain what your problem or issue is. Feel free to leave your Name, address, phone number and/or your email address in this message. It is private and secure and it may help to speed up the response for you.

https://www.facebook.com/ebay— Message button in upper right on landing page.
https://www.instagram.com/ebayforsellers/

https://community.ebay.com/t5/Selling/How-do-I-contact-Customer-Support/m-p/32016431#M1783851 -> Automated Assistant, type AGENT -> enter. You will then get more options.

The social media Chat accounts are covered by trained eBay employees with some authority.
And you get a transcript so you can compare what you heard with what you were told.

The phone reps are in the Philippines or in Utah.
One of those is in the USA.
They all work for call centres subcontracted to eBay, and are not eBay employees.
One big difference.
Philippino reps are getting an excellent wage for their country, so the jobs attract well educated bilingual and often trilingual (English Spanish Tagalog) employees who are often working on their English skills to move into better jobs in nursing or finance.
Utah reps can't get better work with their limited qualifications.
Get over people having accents and decide who is actually helping.

That would be an unrealistic expectation. It is just not going to happen.
I can make a guess here based on your feedback left for others (every one of which reads 'SLOW EBAY PAYOUT DELAYED SHIPPING. SORRY') that you are getting penalized for slow shipping. You cannot wait for funds to be deposited in your account BEFORE shipping. When Ebay tells you that the buyer has paid then it is time to ship. You can use held funds from the buyer to pay the postage cost if you buy the discounted label on-line via Ebay.
Prompt shipping within your stated Handling time will get your funds released without any extended hold once you build a good track record for shipping on time.

THIS^^^^^
Even to the extent that they lie. Bad news is bad enough, but I'd rather take the medicine than be fed false hope....oh and 'thank you for being the best part of ebay' - said no rep honestly...
