On 4-1 I had a winning bidder with a low feedback number make a next day payment to me and then I did a next day shipment to him. 12 DAYS LATER HE FILES A CLAIM because he had not received the card yet .He then tells me THAT HE NOT MEAN TO FILE A CLAIM but just wanted to let me know he had not received it yet .
On 4-19 I had to issue a full refund.
On 4-27 he sent me a message that HE HAD RECEIVED the item on 4-26 and he has left me a positive feedback.
THE QUESTION IS HOW DO I RECEIVED A second payment for this item.
He wanted to send me payment in the mail : I told him not to do that !! OR for me to send another invoice for that item ; I do not see an option on ebay for me to do that. AM I allow ed to tell just to have paypal refund to me the refund I sent to him .
I am sure something like this has happened before ; anybody or ebay have any ideas.?

Just send a paypal invoice

you are allowed to send emails.you should try and get the buyers email and send them a money request thru paypal for this..try to contact the buyer and message them about the email you need for the buyers paypal

He can send you a money order if he has your address or you can get his email address and send him a money request on PayPal.
Be glad your buyer is willing to repay.

If I go thru with an invoice via paypal will ebay get a % of that payment like they should? Since they recently changed to a different system.

On Ebay, the case is closed and they are no longer involved.
