That is not allowed, Why on earth does she think she can return a different item that doesn't make any sense, I would inform ebay so you are in the clear.

I usually don't do emails back and forth to the buyer unless it's something that is a normal question which I have an answer to. Sounds like buyer looking for a 'partial refund'.
I wouldn't respond to the email.
Buyer can do what buyer wants.
I would wait for an open claim...otherwise I wouldn't even answer to the email.
