I had a buyer submit a best offer for one item in a listing that has a total of five items available. She messaged saying that she would like to buy the remaining four items for her Best Offer price as well and asked me to send an invoice for the five total items. Am I correct that she will first have to make an offer and "purchase" the remaining four items before I can send a combined payment invoice?

You can't Reply with offer @bontragerbargains because your buyer didn't send you a message.
Your buyer should just enter the Quantity in the Make Offer, and the price per item. After you/they Accept the offer/counteroffer, you can send an invoice, but it's unnecessary.

You can also send her an offer using the "Send Offer" feature on her message. Once she accepts the offer you can invoice the items. Now, if she has PAID for the first one you can't re-invoice it unless you cancel the transaction and she re-purchases it. Otherwise you should be able to use the Send Offer (top right of her message to you).
You send her the price per item, she has to accept and specify that she wants 4 more. You can't invoice items she hasn't "requested" by sending you an offer or by accepting an offer you send her. SHE has to specify the qty of 4 more.

That makes sense. Thanks for your prompt reply! I should have specified that she didn't message me separately. This was just a note she added to her original best offer that she sent. In that case I can't "reply with offer," right?

THIS
A seller cannot change the quantity on an offer ... but the buyer can.
Tell your buyer to send an offer with the correct quantity.
