Hello,
I just recently sold a TPMS sensor for a Toyota tundra and originally I had two for sale (which were pictured) and I had a buyer to buy one about 3 months ago. Well the listing was still up because there was quantity that remained. I had a second buyer come along and buy the second TPMS sensor and then they contacted me wondering why it wasn’t two. I stated that in the item title or the description did it say it was a set of 2 sensors. Buyer is under the impression that the listing was misleading. Though it’s only $30, will eBay rule this in the favor of the buyer if they open a case?

It will probably depend on whether the buyer was from the Home Depot in the Virgin Islands.

Just ask if the buyer wants to cancel the transaction.
Don't argue.
"I regret you misunderstood the listing. Only one sensor is still available. If you want to cancel I will be happy to cooperate."
Then cancel promptly when he agrees.
There will be no blowback from a "Cancelled at Buyer Request"
And then
CHANGE THE PICTURE TO SHOW ONLY ONE SENSOR.
Especially on phones, some customers see only picture and price. Everything else is "invisible" or more likely ignored.
And that picture is seriously misleading.
If you ever have multiples of an item and want to sell them singly, only picture one item.

Buyer purchased and has received the item already, so there is no cancelling the transaction.

Buyer is under the impression that the listing was misleading.

Since "the description did it say it was a set of 2 sensors"
-- then of course the buyer is expecting a set of 2 sensors.
(Didn't click on the link, can't be too careful nowadays.)

You'd be surprised.
Paypal and most credit cards allow for 180 days to dispute a transaction.
Tell him to return it for a full refund.
If he asks for the cost of return shipping, tell him to open a Not As Described claim and then send the Return Shipping Label.
Because of that picture you are in the wrong.
All parts of the listing must agree- title, description, picture, item specifics.
You pictured two sensors but were only selling one.
When you get the sensor back, refund promptly.
Then change the picture and relist.
If he decides he will keep the sensor, he can still leave feedback, so be polite because again- you are in the wrong.

When he opens the claim, will ebay contact me to rectify the issue by returning?

While the ad does not state that it is for a pair, it also doesn't state that is is for just one. There is an indication that it is for just one because the ad states "sensor" (as in singular) and not "sensors (as in plural). However, to counter that, you did show two in the photo.
In my opinion it is never a good idea to show more in the photo than is being sold in a singular purchase and in instances that do show more in the photo, the description should then clearly call out exactly how many you are getting for each purchase made.

If he opens a return request you will then have to provide a return shipping label for him to send it back.

I see 2. I expect 2.
