I sold a CD boxset in November to a buyer in Chile; the total they paid (including shipping) was $141.90. I shipped it within two days of payment clearance with First Class International on November 30. It has been almost two months and they say they haven't received it, and tracking stopped in mid-December. I filed a missing mail request with the USPS on January 4, and as of today (the 23rd), have not heard anything back. My buyer is getting very frustrated and has filed a refund request. I don't know what to do, because I cannot afford to give them their money back, and the situation is not my fault. I'm going to continue to contact the USPS but I know that's probably not going to help anything. I'll be out an expensive item AND the payment because of things completely out of my control. What do I do? I'm an anxious mess.

If they open an item not received case with ebay and enough time passes ebay auto refunds them and you get a seller defect. They may also freeze your PayPal account. If you refund and buyer recieves item your out money and product. If ebay gives them a refund from your PayPal then u can file a case and try to get ebay to give your money back. You should always have money in PayPal to cover refund s and returns. Put yourself on the buyers end to think of how you would feel if something u bought was lost in shipping.

Seller can't file a case, they can appeal one....... but chances are very slim that you would get to keep the money if you can't prove that delivery was made. That's one of the basics on ebay.......you must be able to prove delivery if buyer claims non receipt.
Sorry this happened but there are some countries that do not provide tracking and best not to ship there.... Chile is one.......

100% agree with previous posters. If you cannot get online tracking that shows delivery, you will not win a case of INR.
And yes OP it is your responsibility to get the item to your buyer. You cannot just drop it off at the Post Office, and wash your hands of it.
And do know the money is not really yours for up to 180 days. That is why you need to keep in paypal or available an equal amount of funds to what you have sold in case they all go south.

The situation is not your fault, but as other stated it is your responsibility to get the item to the buyer, and to be able to prove that you did.
eBays stand on this is that you chose the carrier, therefore you are ultimately responsible for whatever the carrier does. You must make the buyer whole.
If insured you would need to file a claim for loss.
I stopped international shipping to any country other than Canada.

It looks like it can track a package in Chile. If not go ahead and refund before eBay has to step in and resolve this which is never good for a seller.

Just for your future reference, once a package leaves the United States, it is no longer the responsibility of USPS to track your package -- that falls under the responsibility of the country to which it was shipped. And keep in mind that foreign countries all have Customs Departments through which out-of-country packages must be cleared; and some of those Customs Departments have (ahem!) "unique" problems, such as very slow clearance; missing contents; theft; confiscation for no discernible reason; etc.
If your buyer opens an INR case, quickly do the refund, and chalk it up to experience -- and only sell to buyers in the United States and Canada, where tracking actually works.

Shouldn't have shipped to chile sorry this has happened, hopefully you have learned your lesson, they or their local postal or customs officials are probably listening to the albums.

The reasons for confiscation are always discernible the customs agents or thier co-worker friends wanted the item or items for themselves.
