I sold an item and once it arrived, the buyer claimed it was not as described. They wanted a partial refund or offered to return the item for a full refund. I opted for the return for a full refund. I bought a return label through ebay and it was sent to the buyer. The buyer is now claiming that they do not want to return the item and want me to send them a refund. Ebay says that they have until January 6th to return the item but the buyer has already sent me a message saying that they will wait until then to see what happens. What can I do in this situation if they never return the item?

If they never return the item the case will close in your favor with no refund to the buyer. You aren't charged for the label until it is actually scanned in the postal system.
Sit back, don't converse with the buyer again, and just wait it out.

You've done all you can right now.
If they don't send it back, just wait for Ebay to close the case.

Okay thank you both!

This happens many times, the item is NAD but they will not return, most are fishing for partial refunds because that's the kind of buyers they are, you see them everywhere, they will nickel and dime before the sale and if they can't, they will do it after the sale under the protection of eBay MBG.
Fortunately, there aren't many of them anymore.

They want a full refund.
You accepted and sent a return shipping label.
They have not yet returned the doumahinkey.
EBay has given them until January 6.
You have their money until Jan. 6 -- although eBay may have a Hold on it.
You did everything right.
If they don't return it, you keep the money.

Also don't worry about threats to "report you to eBay"(!!!!!!!!!). It's just hot air. As above, don't correspond any longer with the individual.

Make sure you put this buyer on your Block Bidder List (BBL) so you dont have to do this again with them.

1. Stop communicating with the buyer they are obviously attempting to do online fraud. But keep any message they send just don't act on what they say.
2. Block the buyer.
3. If said person leaves a negative feedback get onto ebay and state they are blackmailing you for a free item. Ask ebay to remove any neg.
4. Otherwise wait for the return case to close out in your favour.
So do nothing more than the above. Especially stop messaging the buyer.

In the meantime, add the buyer to your blocked list so they can't buy anything else.

I wish ALL my customers who wanted a refund refused to send the item back!
Tell them to start a return.
Approve the return.
No returned item = no refund.
You win!

You will be just fine. Just let things alone. Ebay will take care of the buyer. If they do not return the item to you, Ebay will not require you to refund them a penny. Eventually the claim will close in your favor. So just be patient and wait. Don't do a thing.
