The buyer is getting a message saying I don't ship to Mexico despite my use of eBay's GSP. I haven't excluded any countries, so I'm at a loss as to why this is happening.
Possibly relevant: They sent me a screenshot of the error and they're using a mobile phone.
I hope someone can help.

I looked a couple of your items and Mexico is not in your shipping list. You need to add it before they can buy.

THIS item does NOT ship to Mexico.
You DO have excluded countries.
Also maybe GSP has excluded it for import or export reasons.

Thank you very much for your help! But I don't have any countries excluded. Going through https://www.ebay.com/ship/prf, I'm enrolled in the GSP.
In the Business Policies section via Seller Hub https://www.bizpolicy.ebay.com/businesspolicy/manage, I have "Send it to the US shipping center, and the rest will be taken care of for you." checked and "No locations are excluded." This is the shipping policy in use on all of my listings.
I must be missing something, somewhere. Help is much appreciated!

You ship World Wide but Mexico does not show up anywhere. I suspect this is a GSP issue that they do not ship to Mexico.

I looked at a couple of your listings and your shipping inclusion and exclusion list. While you don't have Mexico excluded you don't have it included either.

GSP DOES ship to MX according to their website - see below. But if you have other selections, that could be taking precedence, esp since you can have GSP & still choose to ship some items directly.

Thank you for your help! I was not aware my listings had any shipping inclusions and exclusions.
I believed that based on my business policies and other settings, no countries were excluded.
Under "Manage shipping settings" Global Shipping Program status is "Enrolled"
But! further down the page, "Exclude shipping locations" status says 0 for Domestic but 213 for International. (I don't remember excluding places but I must have at some point.)
When I selected "Edit" to get rid of those 213 exceptions, because I assume that's where the problem is, there is no list of countries to edit.
But there is a box I do have checked that says "Override my shipping exclusions for Global Shipping Program eligible items."
And again, I have no countries selected for exclusion in any of the current business policies I use for shipping, either.
Does anyone have any idea of any additional settings that might be affecting this? Or how I can access the list of the 213 international locales that are likely the problem?

The following should provide you everything you need with regards to setting up the international sites you do not want to ship to. Within the help file there is a link you can click on that will take you to your shipping preferences and you can update your exclusion list.

I think this has been happening to Hong Kong since several months ago. I have been buying frequently via eBay for 20 years and I'd been enjoying the excellent service of GSP of USA. I don't know what happened last year but I noticed less and less sellers in USA listed Hong Kong as international destination while China and Macau are still there (both Hong Kong and Macau are Special Administrative Regions of China). I estimate the reduction of volume is over 80 percent. I cannot even pay for Buy-it-Now items because eBay says it won't be shipped to Hong Kong. When I contacted the sellers in USA, they all said they are willing to ship to Hong Kong but they cannot do anything to add Hong Kong to the GSP destinations. Another point is that all these sellers said that they are using GSP but GSP is not showing up on the listing as they used to. A few items are still listed as GSP and they do list Hong Kong as a destination. I suspect there is a serious error in the GSP system. I have asked eBay Hong Kong to investigate but they have no reply since November 2021. I appeal to GSP subscribers in USA to ask eBay about this so that you can sell to more potential buyers in such locations. Thanks.

Thank you for your observation about problems with GSP to Hong Kong. I have shipped to Hong Kong on several occasions over the last few years and have never had it on my eBay exclusion list. I am currently using GSP for international sales. Today I had a buyer from Hong Kong who experienced exactly what you described. I am going to call the eBay Help Desk and see what they say (despite reported experiences to the contrary, I have had good luck with the Help Desk).

Just got off the call back from the eBay Help Desk. They say (according to the eBay GSP database) that the item going to Hong Kong (a camera) is "restricted" by Hong Kong Customs because it is "fragile."
This does not sound credible to me, but this what they said.

The OP was talking about shipping g to MEXICO.. the post is 2 months old and has NOTHING to do with Hong Kong shipping.

Not sure it matters much, but I was responding to an input by @epwtsui (see the thread) who thought that the problem might be related to his experience in Hong Kong.
The symptoms were the same — seller is using GSP and not restricting Mexico, but buyer gets a message saying that the seller does not ship to Mexico. Seems like it was at least worth a mention.
Fort those following this thread, this can happen if Mexico (or Hong Kong) has a customs restriction on a particular item. My Hong Kong buyer bought a camera. Believe it or not, cameras are restricted by Hong Kong customs because they are "fragile" (according to the eBay GSP database).
