Buyer's right to cancel order if they don't like the item at local pickup

When selling something that's "no returns", but the buyer is doing a local pickup, can one set up a policy that the buyer can cancel the order if they decide they don't want it at the local pickup?

I hadn't heard of this option when a seller cancels an order.

Does that option appear if the buyer makes a cancellation request in the Ebay system?

When you cancel an order, you have three choices:

Buyer requested

A problem with the buyers address

Out of stock/damaged
