Sale on 4-9-19. Payment has been pending since a couple days after the sale. Notified today that Buyer's e-check was denied for lack of funds, and that Paypal will try to collect the check again in 3-5 days. How long before I can cancel the order? And, since when does Paypal/eBay allow e-checks?

You don't have to continue to wait if you don't want to. You can go and cancel the payment in PP. Send your buyer a note and tell them that their Echeck failed and ask them to submit payment via a credit card with PP. If you don't get a satisfactory response within about 24 hours, file a UID for non payment.
Note your date and time you opened the UID. Make a note for yourself that 96 hours and 1 minute after the time you file, if payment doesn't arrive, you can close it for non payment. That will protect your feedback and enable you to list the item again.
Once you file the UID, don't send any email reminders or invoices. Ebay will send them plenty of notifications. Just sit back and wait to see what happens.

Afaik, eBay and PP have always allowed the e check option. Some sellers would balk at taking them, but actually, you can't not accept an e-check if you take PP.
PP will make two attempts to collect.

THANK YOU FOR YOUR HELP, MAM! I am going to follow your advice. As of today, ebay says "ok to ship", while Paypal says "wait, don't ship", so I will have to call eBay as I read that other sellers have been dinged for tracking not uploaded on time/late shipments under the same circumstances.

Calling Ebay won't help. There is nothing they can do to help you in this case. But of course if you feel better doing that, you certainly should.
But PLEASE remember that they do NOT always give you accurate advice. If they tell you something that is too far different than what has been shared here, come back and tell us about it BEFORE you follow their instructions.
