So a buyer been messaging me and we been going back at it back and fourth and he told me he liked to return a product because it didn't supposedly work but when I had it it did work. So I found it odd. I don't know if he broke it and blame me or what. I told him I give him a refund but I don't know how. Is he suppose to request a refund? Now he upset saying I scam him etc. Sorry I am new to selling kinda. Been a while since I sold on ebay. Also I did state no return accepted. So who is in the wrong. If it's me, can someone explain me how to send the buyer a refund and apologies to him to make him happy again etc. I'm gonna get my first negative review ever probably by him.

Tell the buyer to go to his order and open a return request.

@space.vortex This is something that needs to be settled promptly, so good you came here! eBay doesn't get into any arbitration, and the buyer is always right.
Have the buyer actually file for a return - eBay will send them the return label and he will need to return the item within their specified time frame. Be certain to act on this when the buyer files as if they ask eBay to 'step in' you will lose the item, your money, and get a black mark.
A 'no return' policy doesn't mean no refunds.
ETA: Don't worry about the negative feedback - it doesn't affect your metrics and really isn't the issue right now.

He should be very willing to do so since you already stated he told you he wanted to return it.
