Hello. I sold an item that required two boxes for shipping. I bought two usps labels. The buyer claims only one box delivered. USPS shows both boxes were delivered. The buyer started a concern with eBay. eBay closed the case based on the usps information. Now the buyer started a return? What are my options?

2 Can play at this game, issue the return if requested, if you only get 1 back then open a case with ebay for fraudulent return.
if you entered 2 tracking numbers into ebay and they both show delivered and only receive 1 back that is your grounds for opening a case with ebay. by doing so you are basically asking ebay to step in and make the decision, which is entirely different than declining a return or refund outright and forcing ebay to have to step in.
provide photos for proof showing what was received back in the 1 box in comparison to what was originally sold/delivered.
I am really not sure why so many just let buyers step all over them. There is a correct way to protect yourself and a wrong way.
If it was a cheap sale then figure out if the return shipping is worth it, if it is not a large sum then sure refund and block the buyer and call it a wash.
If it is a big sale by all means protect yourself.
if by some miracle you get everything back, refund, block the buyer and relist.

USPS can tell you if both boxes were delivered. Go into your post office and talk to them. They can pull up and tell you if both were delivered to the address.

If OP bought two shipping labels with two different tracking numbers, he should be able to look this up himself on the USPS website. That will show him whether both boxes were indeed delivered. Not necessary to go to post office.

I looked at your sold items and it looks like the only thing large enough to require two shipping boxes might have been the cases of electronic components. Is that what you are talking about or is it something else?

That’s the item. You can see more of the stuff is lower price stuff. This one hurts.
Im still confused even with everyone’s help.
my plan is to refund the person half the price as he received half the order. And file a claim with usps? Not sure how that works if the item shows delivered.

USPS will reject the claim if it show delivered.

Both boxes delivered. eBay sided with me when the buyer started the first case.

I'm really sorry to break this to you because I think the buyer is almost certainly pulling a scam .... but you won't be able to withhold any of the refund. Only if you'd had free returns on the listing could you do that (withhold up to 50% of the refund). With no returns, you'll have no choice but to issue a 100% refund, regardless of whether he sends back everything, half of everything, a small minority of everything, or even an empty box.
There are many reasons it's wise to offer free returns, and this is one of them.
