Why is it so hard on ebay to honor a buyer's request to cancel? The buyer gave a good reason for wanting to cancel. Did ot pay so no refund was warranted. But ebay directions to cancel do not work. Also, why are the pages so difficult to navigate now. New ebay is less effective for sellers. Every time I rate ebay low. I get a warning about lowering my selling status.

Just let them take the NPB strike.

It's easy to cancel from your Seller Hub. Find the order and use the drop-down menu to the left to select 'Cancel order'.
In this case, I'd wait and cancel on Day 5... letting the buyer user take the Unpaid Item Strike. It helps all us sellers the most.

It is not likely that your rating eBay low (i assume in surveys?) has any bearing on your standing on eBay. However, it is quite a concern that you received such a warning. Should your account fall below eBay’s stated acceptable ranges, it is in trouble. If that happens, eBay can charge an additional percentage (5% i believe) on your Final Value fees. Be sure to visit your seller dashboard to see what areas need improvement. Good luck.

Seller Hub ----->orders------>awaiting payment----->item - in the drop-down to the left, select cancel, then use 'buyer request' to cancel the order.
