How much is Global shipping? How does it work. Ebay does not answer the question directly.

Ebay sends message to "Complete Feedback" for buyers. But I already did. It won't let me re-complete them. It won't let me delete them. Just keeps sending me messages again and again.

I have the same buyers cancel multiple orders. How do block these buyers?

Why is it so hard on ebay to honor a buyer's request to cancel? The buyer gave a good reason for wanting to cancel. Did ot pay so no refund was warranted. But ebay directions to cancel do not work. Also, why are the pages so difficult to navigate now...
