This has been a problem in the past from time to time, and nobody seems to know why. I have have several sales today, but my last customer purchased my product and is unable to pay. My customer sent me the screen shot that he keeps getting. Like I said, I have have several sales today. This has only happened to me a couple of times, but I know other sellers have posted about this.

The other day I made a offer to a seller on a item they had listed. I was away from my computer and the mobile app told me the offer was accepted. So I went to pay on the app but when I went to check out I got a weird message saying the seller does not ship to my location. Both me and the seller are located in the USA. So I went to my computer and when I went to the cart I got the same error when trying to check out. I ended up calling eBay the rep I spoke to was aware of similar issues and while they were asking other reps what needs to be done I noticed the shipping had not been applied to the check out. I had to go back to the purchase history and start the check out process over to apply the shipping charges then the check out went through.
The error message was poorly worded to say the least and instead of pointing out the real problem that occurred with eBay's system it put the blame on the seller. The error message's solution to contact the seller asking them to enable shipping to my location would have been useless since both of us are in the same country.
Really the error message should have said that a error occurred in the check out that did not include the cost of shipping and to go to a different device or browser and restart the check out. The really sad thing the rep had looked at the cart and seen the same error message and did not realize as I had that the shipping for the item was not applied to the check out.

Perhaps ebay is getting ready for the new recruits into Managed Payments and their system is in modification, or something.
