How do I reject a bid from someone located outside of the US? I do not ship internationally.

You can cancel a bid on your auction here:

In your site preferences, you can choose to automatically block bidders/buyers whose primary eBay address is in a location that you don't ship to. Sometimes, members who are registered outside the US will use US-based freight forwarding services, so their primary eBay address IS a US address and you will just ship to that US location.

Just curious does your bidder by chance have a US shipping address but a foreign account registered address? If that is the case eBay will not block them from seeing or bidding on an item.
