Twice in the past week I received an offer on an item where the email stated "if accepted buyer will automatically be charged". On both occasions, the buyer was not charged and there is no record anywhere of the sell being made. I can't send an invoice, a reminder, or anything to the buyer because the record of the transaction has completely vanished. What's going on?

You should be able to find a record on the pending section of the offers page. More info on that below.
That said, if you have auto-pay settings enabled and the offers specifically said buyers would be auto-charged, you need to report it to customer service as a tech issue. That's the advice given by an eBay rep on this forum last week.

The process of accepted offers moving to pending status on the listing's offers management page is something eBay has been rolling out.
While offers are in pending status the item is available for anybody else to purchase until the buyer pays. eBay is trying to eliminate the inconvenience to sellers when buyers lose interest after an item ends so the seller does not have to start from scratch and lose interested buyers when they relist. They're also trying to eliminate the inconvenience of having your item off the market during the 4+ day waiting period for payment.
If the buyer does not pay within a certain amount of time, the offer will expire and be removed from the pending section. If the buyer pays then it will become an official transaction on your orders page. In the meantime, any buyer can purchase at full price or make an offer.
Unfortunately, a lot of buyers and sellers are saying buyers aren't receiving notice their counter-offers were accepted. Some sellers have started sending messages letting buyers know they accepted their counter-offers.

I made a post just now before seeing this post (link below). The problem here is either ebay screwed up badly that listings with IMMEDIATE PAYMENT are no longer being automatically charged by ebay, and fell into the same category as no immediate payment. See my post with more details. I hope this is a bug and not an intended change, it's an absolute nightmare before Christmas shopping.

For Buy it Now listings that require "immediate payment", the Immediate Payment is negated if you entertain an offer. That is how it always worked. IPR is in place if the buyer tries to buy your item at full price. They will have to pay in order to close the deal, again at full price.
THEN
eBay introduced a "new" component which was described to you in another thread with regard to BUYER RULES. You retain the buyer rules that require a buyer to submit a payment in order to make an offer at all. This is supposed to auto-bill your buyer as soon as you accept the offer. This does not include offers you send, or counter offers you accept. These are the ones that remain live until paid for.

You DO require a buyer to put up a payment source in order to make an offer at all. So long as a counter offer was not involved, you are correct that the buyer should have been subject to auto-pay. Though reported by many others as well, an eBay employee confirmed that nothing has changed with "auto-pay" and if your buyer was not forced to comply you need to contact Customer Service.

The buyer is still a registered user. No counter-offer was involved and no payment has been received. It does show as payment pending on the item page but that should not be the case. The payment should have been automatic.

Does anyone know if the buyer was notified of the sale? I have two of these "pending" sales in limbo right now and have messaged the buyer to let them know I accepted their offer as neither has paid me even though they have 100% feedback and are long time eBayers. have been eBaying for more than 20 years and I have never attempted to contact customer service before and after hours of frustration, I wonder how long I can put up with this atrocious service.
