I sent a buyer their package on July 29th. It was delivered. Tracking shows it was delivered. The buyer never picked the package up. Per tracking, they were notified twice that if they did not pick up package it would be sent back to shipper. Today is the 9th of September. I just received the package back. It shows that it cost $9.69 to send back. Two questions, 1 : Do I keep the item? It has been a month and a half. It was delivered to the buyer. 2 : Who gets charged for the return shipping? TYIA

My first question would be have you tried to reach out to the buyer? Have you contacted the PO to find out why the item was held at the PO?
You should by all means keep the package until you kind potentially find out what happened and why it was returned. If the item shipped USPS generally USPS does not charge for returned packages and if they do that will get charged to you. If you can figure out what happened, while not required to do so, you should refund the buyer minus the shipping cost and any fees but do NOT rush into doing that.

Most likely no one gets charged for the return shipping to you. But you need to find out why 1) USPS held it for the buyer to claim versus delivery directly to their address, and 2) If the buyer still wants the item.
After finding out that info you can decide how to proceed with this transaction. Others will give you other info on options you'll have to proceed.

Hi @....! You're correct in that a refused package is on the buyer and not the sellers responsibility to refund. As long as tracking shows the package was refused, then we would side with a seller if the buyer opened an Item Not Received claim.
I agree that I would not withhold all the money, but it is up to the seller if they would like to withhold shipping, refund the buyer entirely, or keep it all. If the seller is okay with refunding the buyer entirely and being out the shipping costs, then they can cancel the transaction using the buyer requested option since in essence, they did by refusing the package. If the seller wants to retain the shipping costs, then they can message the buyer a heads up (not a requirement but a nice thing to do) and then refund them partially through this flow here.

I have an identical situation to yours -- shipped out July 29 and arrived at the buyer's post office on August 1 -- notification sent to the buyer on August 1 and again on August 6 -- on August 16 a return notice was generated due to "insufficient address" on the buyer's part -- and I'm still waiting for the item to be returned back to me.
Oddly, the buyer has made absolutely NO effort to contact me -- not even an INR -- so I'll wait for the return of the item, before contacting the buyer: if the buyer wants it re-shipped to a new address, no problem (if the buyer wishes to purchase it again). If the buyer simply wants a refund -- again, no problem (less shipping fees, of course).
In the meantime -- ain't no thing.

A little confused here...'delivered' usually states the address of buyer.
Usually there is a yellow label or something why item was returned on the package.
I usually get returns 3-4 times a month.
I don't do anything...and usually never hear from the buyer.
Did you get charged for a return?
I never have from the USPS.
What shipping service did you use?
