I don’t have a record of this order since eBay only keeps the last 2 months. I don’t even have the tracking info anymore. The buyer says the tracking number says the details are unavailable and “multiple use of number”.
Can the buyer file an INR? If they go through PayPal, what could happen? Thx

You can see a record of the sale in your PP history. It’s too late to file through eBay but if they open a case in PP and the tracking info isn’t accessible, the buyer would likely win.

Presuming they paid with paypal........you should have info there as to the sale/item.
You can take the tracking # to the PO and have them check to see if received as I believe they can check longer that 3 months ago.
If they file INR with paypal, you may be stuck without some proof it was actually mailed. I'd check with the po and if they could email me proof, I would forward to buyer.......and see how far he's willing to go........
well, that's kind of ambiguous, I would see if he was going to pursue it and mention that I would report to PO authorities as they are the ones showing delivered. (hint at a postal fraud)

Are you certain you've even ever sold to this buyer? I never throw any of my emails away for just this reason. You should be able to search your email and get some of the information. As others have said... eBay no, paypal and CC they CAN open an INR.

I think there was a thread not too long ago that involved an INR when no sale had happened, that PayPal allowed. Somewhere along the line, though, someone is going to have to prove a paid sale. There would have to be a record of the sale somewhere!
Did you check to see if there had been a payment in PayPal for the item(s)?

Another reason I use Stamps.com free Ebay account as they keep history that you can access for years. I started using them 3 years ago and can look up every shipment I have made with them. As the older ones no longer have the delivery details, the list does show it was delivered and the date it was delivered. I also signed up for and get emails for every delivery that was made and I keep those Emails safe in a separate file that i can forward to Paypal at an time. This is one case where Ebay once again chooses to not maintain data that Sellers can use although it is in their database somewhere so they can use it for historical analysis.

Just a note about keeping records. If you sell something, anything, you need to keep a permanent record of that transaction. The IRS has a right to force you to prove that you did - or didn't - make a profit on your sales for at least 7 years. Even if you sold your used clothing or your kids old toys. Not that they are going to go after everyone who has ever sold anything on eBay, of course they won't. But you could be the one they decide to randomly audit.
