A buyer asked to cancel a purchase days after he bought it. I told him it was already in transit and he got upset. He files a false SNAD return that automatically got accepted (my settings). He apparently re-wraps the package and returns it to USPS as "Refused: Return to Sender." It's been over two weeks and the tracking shows the package being bounced back and forth multiple times at the buyer's city. My guess is that they caught onto his "Refused" scheme. Buyer got upset and asked ebay to step in and ebay closed in my favor.
The buyer then went to Paypal and filed case saying "The buyer stated that they never received their original credit for this payment." I'm not sure what that means, but I just treated it as a Paypal return request and stated to Paypal that I'll refund them when I receive the original item back. Paypal just closed in the buyer's favor.
Anyone have any knowledge or experience with this type of Paypal case? Why did Paypal award them? Any suggestions on what I should do?

Try calling PayPal to get to the bottom of why they did this?

If the buyer got an automatic return label @bigdeals.etc, why would they need to mark Return to Sender?

The Goods returned Credit not issued chargeback is a puro dolor: You cannot win. The buyer only has to show that a return was made, and you'll refund.
You were also charged a $20 chargeback solicitation fee; at least get that curtsied. Also, check if PayPal did not refund your fees, less 30 cents, e.g. you received $100 less fees for the sale, but PayPal negative-balanced you the full $100.

So in these cases, the buyer doesn't have to show they returned the item?? All they have to do is file this case and it's automatic win?

I can't make heads or tails of your comment?
My understanding is that PP has the same delivery confirmation rules for a return as eBay. Is that no longer the case?
The "$20 chargeback solicitation fee" only applies to a chargeback, this was a straight return so why bring up chargeback fees?
The PP change on their normal fees doesn't take effect until Oct 11., so again, why bring these up?

Yea, I wasn't charged the $20 processing fee here as it isn't considered a chargeback on Paypal.
Had my fair share of those and have been able to get them all "courtesied."

Wild guess- the buyer called and complained until they got a rep to close it in their favor? Call PayPal to find out what's going on.

This doesn't seem to be a unique occurrence for this buyer. They've done this before. The negative he left me obviously got removed. But check out their rap sheet:
I'd like to see how many negatives they've given have been removed. Good job keeping this buyer around ebay. Total seller asset. I'm going to call Paypal about the case soon about why it closed in his favor.

The phrase is credit not processed which you can read here, and that's why this sounds like a chargeback.
Can you tell us: How much in $ did you receive from PayPal for this sale, and how much did PayPal charge you in $$ after the refund?

Actually, from the onset, PayPal has always kept their fees when they close a case in the buyer's favor. Here's a shot of the UA from 2007:
And it's still there, 12 years later, in the UA for this month, Sep 2019.

So I finally called PayPal about this. The agent looked up the info and claimed the buyer provided a tracking number for the returned item to me. I told them I don't have anything back (as mentioned in my testimony when the buyer filed this case). She said she's going to look up the tracking info... and I asked if the tracking info is [tracking number for my package when I originally shipped it out]. She said yes.
I told her that the tracking he gave you is my original outbound tracking number... that the buyer re-wrapped the package and passed it off as unopened in order to "Refuse Package." She sees tons of activity on the tracking. I point out to her that there continues to be activity... the package is bouncing around the sorting facilities within the buyer's county. And they all say "Processing Exception."
My only guess is that USPS suspect the buyer's deception and are figuring how to handle it. The PayPal agent was a bit in awe and said "Yea, this case definitely shouldn't have been closed in the buyer's favor." She then filed an appeal for me and released the funds back into my account.

So, is this package still coming back to you as return to sender? Or are they going to send it back to the customer? Just curious in case this ever happens to us.
