Buyer made a best offer that I accepted. Then buyer requested an invoice to ship to another address. I tried to do an invoice to his original address and it will not allow me. Can anyone help?

There was a rat! This user was removed from ebay. I was able to cancel and relist. Thanks for your input!

There is a 'Change" link on the payment page, where the buyer can change the name and/or address. The seller is covered if they ship to that address, which is the one attached to the payment.

Though it doesn't matter in the OP's case anymore since the buyer was NARU'd, can a buyer in the new program who must provide their funding source prior to making an offer change their shipping info at that time?
It is not the 'payment page' but can they change it before they are auto charged if the offer is accepted? Just curious if anybody knows.

I wouldn't ship it. The buyer is no longer a registered user. New sellers are targets for scammers. They're every where. Here's some things to look for where scammers are concerned:
1. Buyer asks for your email address, Paypal address
2. Buyer sends you a phone number to text/call him/her
3. Buyer asks you to buy gift cards to go with the order
4. Buyer asks you to send the item to a different address after paying
5. Buyer wants you to send the item overnight/express and will pay you a lot extra to do this
6. Buyers says that they cannot pay through the eBay website and sends you a link to click on so that the payment will go through
7. Buyer offers more for your item than the price you have it listed for
8. Buyer states they're in the military and wants to ship to a relative
