I have been with ebay for over 25 years and I don't understand why ebay is allowing buyers to leave negative feedback because they found me to be "uncompassionate". It is my first negative feedback received ever. Of course I appealed and ebay says that sort of feedback does not violate policy. Ebay shows zero loyalty for those in my position and allows abusive buyers to leave damaging remarks based on a how they feel. This seems plain wrong. Is there anyway to communicate with ebay concerning policy change requests?

Yeah, it is kind of funny that no one even addressed my one and only question with an answer with a specific place to go to lobby ebay for policy change. I really don't see what your latest reply has to do with people being rude and accusing me of wasting my time or wasting their time or giving bad information and advice??? I was particularly baffled by the one that said the buyer violated policy but since I already completed the return there was no recourse. The ebay CS agent I chatted with got it right away with no hesitation.

Glad it worked out for you!!! I do think buyers who habitually leave bad feedback do get somewhat "punished" by Ebay

Thanks, it was mentioned earlier in this thread that abusive buyers can lose their MBG privileges. I have not verified that but it would make sense for that to happen. It was speculated that the buyer that left me a negative and tried to get me to refund without them going through filing with ebay was trying to avoid being flagged for such abuse.
