Hello,
The buyer received a package and is claiming that it was empty upon arrival. He has opened a case and says that the package was opened and retaped. The item is very small and light (<4 oz). Any suggestions with this matter? Never had this happen to me before. Package was tracked with First Class and shows as delivered.
Am I being scammed? Note that it is a 0 feedback buyer.

The truth is, if a package shows up damaged the the buyer better hope they pt stickers on it saying damaged package or you are sol!

You have t assume what the buyer is saying is true. Ebay will.
I would refund.

I ordered some eyeshadow and USPS delivered empty package. Even though envelope was torn and clearly empty USPS did NOT stamp "damaged in transit" on package. Of course, tracking showed item was delivered (even though package was empty).
Customers usually don't lie about inexpensive items.
Generally I agree that people don't lie about little dollars... but a guy filed an INR on me on a banknote that cost 4.99 that went with ESE (was scanned delivered two days before he opened the case, when I came here I found out the scan can be a couple days before delivered. He saw no tracking barcode and opened a claim to get his 5 bucks back).
I've got a profile for scammer types to try to determine if I'm being scammed or not in any situation, however periodically I get someone who is way out there, definitely scamming, but does not fit my mould.
