I am completing my first sale and the buyer keeps getting an error message when trying to submit a payment. I re-linked my PayPal account and still does not work. Any tips for how to resolve?

Contact PayPal and see what they have to say.
It is possible that your buyer might be playing a game with you.

Proceed with caution. This sounds like a scam. If he can’t make the payment through PayPal, the problem is his.

How expensive is this item? The higher the value, the more likely you are getting scammed.
If it's the heels or the sandals you are being setup for a scam.
You should be selling inexpensive items until you have AT LEAST 200-300 feedback before listing the heels and sandals. I would no longer even consider selling shoes or electronics over $200 here.

Not all the time!! I had trouble paying a couple of sellers over the past ten days using PayPal and had to try multiple times and hop through a few hoops to get it done. They were both payments from my balance and I was thinking it was an MP problem with the seller or eBay just wanted me to go through a couple of extra steps.

I think the "company line," meaning eBay, is that your potential buyer needs to contact eBay's customer service to help him/her figure out why the payment isn't processing.

I think we need way more detail on the sequence of events so far here. I'm seeing two Sold listings for the same item about 45 minutes apart, with the second one apparently a Make Offer accepted, so on the face of it, that $1,100 bag has two Final Value Fees for you to pay, unless the first one was successfully cancelled.
There is a particular scam in which the buyer claims difficulty in paying, and says that PayPal has given him a link for the seller to use that will supposedly fix the payment problem. It instead reveals the seller's PayPal account login in a fake web page.
Without revealing anyone's ID, please tell us how the buyer is describing his payment problem.
Selling a high-value, high-scam item such as a designer bag as your first sale is like jumping in the deep end of a shark-infested pool, so go carefully, and doublecheck with sellers here on any problems. At minimum, remember that for a sale over US$750, you must ship with Signature Confirmation, not just Delivery Confirmation, in order to maintain seller protection against an Item Not Received dispute.
