Buyer received item nearly 3 days ago. Now today has filed a "Item not received" request and in the reasoning section wrote "received empty box.."
About an hour later, that request was cancelled and he then filed a return request instead. Again claiming 'received empty box..."
This was an expensive jacket. I absolutely shipped it in the box. I have already sent a message stating that we can file police report/contact local post office/etc as seen in other forum threads about this same type of scam. Is there anything else I can do in the meantime? Is there a way I can reach out to a human at Ebay directly and let them know whats going on?

Why do you need to let ebay know what's going on?
You're going to say the buyer did not receive a empty box.
The buyer is going to say that he did receive a empty box.
You can file a police report if you wish, but ebay is going to side with the buyer.
Sorry, but that's just how it is.

If you provided a tracking number for the transaction you should be good to go. It is up to the buyer to provide a safe area for their items to be delivered. You can always contact Facebook for business page:

These are US CS agents who work for eBay & may be able to better serve you and advise. Many positive posts here on this forum with their ability to be helpful. I would give it try as soon as you can.

UPDATE: Buyer now responding as I asked how a large heavy package could show up empty without anyone along the way noticing, and he replied 'box had some water damage, half of box were soaked" LOL

Yep. The buyer's Item Not Received claim would have been closed since you have 'Delivered' tracking. That's why the buyer went with the Return claim. Well, heck. You'll have to issue a return shipping label and refund when the buyer returns the empty box, but you won't get an account ding.
When you get to the place where you can report the buyer, do that. Hopefully, the buyer will be on eBay's radar and will lose the ability to file Not as Described claims.

I have already reported the buyer.
I couldnt care less about my account, I want my money or my jacket lol. So worrying about getting a bad mark on my account means nothing to me. Shouldnt the fact that they filed two different 'refund reasons' be suspicious enough? or claiming they received any empty box but now also claiming the box was soaking wet lol.

Do you have the tracking number? Again, it's the buyers responsibility to provide a safe area for their parcels to be delivered. Tracking is crucial on eBay and other sites as well.

Since the return request is filed under 'item not as described', If i accepted the return, ebay has to wait to refund my buyer until i receive the item back. What if I accept that and he sends nothing back? Do I then get to file the same thing, saying he returned an empty box?

Good for you for reporting the buyer.
I know you want your jacket back... but if this buyer thug says he/she got an empty box... that's all I'd expect to get. I suppose it'll also be a previously wet empty box.
No, there's nothing suspicious about the two claims... they erred with the first and corrected the mistake with the second.
And, yes... you want to keep from getting dings on your account... you've still got listings up! That is... if you want to keep selling here...

different cases was because they first opened the wrong case.
not saying there are or are not dirty deeds going on here, just why they changed the case type

Why would I want to keep selling here if buyer's are given free reign to lie and scam with no remorse? Especially when everything I sell is decently pricey. Never had this issue on grailed, depop, mercari, etc

You do not get to file "empty box".
The buyer claims "empty box" then that is what the buyer returns
