Hey all..
I'm dealing with this international Buyer from Hell who refused to receive the parcel and is now demanding a refund. This is my first such experience so i'm not sure what exactly i'm supposed to do and ebay's automated options make the matter even more confusing. In a nutshell the issue is as follows: The buyer is lying. She failed to read my listing in its entirety, was not aware that according to her country's legislation all imported goods are subject to customs charges, and refused to pay them (despite the fact that i did my absolute best to help her contact both postal services and customs and even provided a direct link to a page where she could simply pay the charges without having to contact anyone). For the record, my listing of the item she bought specifically warned that "the prices do not include international taxes and customs fees, your delivery might be subject to additional costs depending on the destination country's legislation".
It also had a no returns policy.
During the month the parcel stayed at her local depot awaiting payment she mostly avoided contact, did not respond to my messages, and simply waited it out until import was terminated, and the parcel was sent back (she was first made aware of the fact that the parcel reached her local depot and customs charges needed to be paid on 14/2/2025).
Now she's demanding an "item hasn't arrived" refund stating the following "..tried to contact both royal mail and customs but no luck..". Which is obviously an outrageous, weakest lie.
At this point my options are: Update tracking details for the buyer, Refund the buyer, Send the buyer a message. None of these are helpful. It is my understanding that a return procedure is customary in such situations and I as a seller need to first receive the package back and make sure the item is not damaged before issuing a refund (partial to cover expenses?). But how do i get to that instance? I have 3 days to respond to buyer's claim but have no appropriate response at my disposal. Do i simply do nothing and wait for ebay to step in? Do i ask ebay to step in now? What's worse according to ebay's automated assistant my order is marked as not shipped which is absolutely ridiculous - tracking number was uploaded on Feb 6 (next day after sale). I have no idea why ebay does not have this info since it can be found on both my and buyer's countries' postal services sites, but fear that i might create additional problems for me. What are my next steps? thanks

Did you send it via EIS (ebay internationall shipping)? If so, you have nothing to worry about.

You might want to limit your sales to Moldova only. This could easily happen again.

Upload tracking information to the INR claim
I would tell the buyer that I will issue a full refund once I receive the item back
Leave it alone after that

Right now, respond to the INR and provide the tracking number and mention the buyer wouldn't pay customs and it was refused, then wait to see what happens.

Call eBay. This is a rare scenario. (though most international buyers who have not apprised themselves of their country's customs policy will state they've never heard of customs fees & taxes before)
This isn't something that every seller has dealt with.
I recommend requesting eBay's best practice (which is likely to wait for the return and refund, despite the fact the buyer's lack of information on the situation and unwillingness to cooperate will mean you are out the original shipping costs, unless you partial refund [up to 50% of the final sale total] and risk a negative, though it would likely be removed, under the circumstances, though no guarantee])
There is no benefit to further stress regarding their refusal. (though keep it in your pocket when avoiding eBay defects and less than positive feedback, through documentation) It is within their capacity to refuse and, as with domestic packages, there will occasionally be a refusal. We can't force buyers to do as they are instructed, though life would become a lot easier, if we could.
Best take is to just assume this particular buyer will never make the mistake of purchasing an international product that will incur taxes/fees again and consider it a win for the online selling community. One more down, millions to go. 🤷♂️
We've been selling internationally for 30 years. Just removed the UK and other countries for their updated liability customs policies. If they change them to be more seller friendly again, we'll readd those countries.

but how do i do that exactly?)) again, the only options available to me when i open the INR are these:

so, you mean add the same information that's already in there again? there's just one tracking code. no way to "update" it. although despite all that that was the first thing i did - chose that option and uploaded the same code that was already there but with a different courier (parcelforce this time).

"requesting eBay's best practice" - how do i do that?)) before i could just contact an agent in chat and get some kind of answer but now there's just "Have us call you" option that never works for me - no call.

Yes, in the INR claim, you upload the same tracking number. Even though it's on the order, this INR needs to have it documented, as well. Also add an explanation as to what happened with the buyer refusing to pay customs
