Buyer coiunteroffers and combined shipping

 Dear Community:

    I anyone else havng an issue with combining shipments when buyers make counteroffers? Currently I cannot send an invoice on any accepted counteroffer fro buyers. So I cannot correct shipping. Ebay concierge confirmed this and the only advice they gave me was to either cancel the sale or bill them outside of ebay. Can anyone explain what the mentality of this is fron ebay's perspective? I already had to stop shipping internationally since ebay will not allow multiple item invoices. Now am I going to lose domestic? Thanks!

I would make a new listing with everything included. 

If they pay for each item separately, then combine them and refund the excess shipping.

I usually do a new listing with everything combined......
