SO about a month ago he bought from me 3 times in a week. Nothing real valiable, cost for me was like 25-30$ for all three icluding shipping
All orders shipped asap so they posted in 3 envelopes, not tracked
Now she send this:
I don't want to open a request...
But unfortunately, I still not received the items
I prefer to receive the refund, please.
I will repay you immediately if I receive it later.
What should i do?
Should i ask her to open a request and then refund or just refund through paypal?
Ebay will refund the fees i paid?
Also, I know im not able to proof anything since they are untracked but never had same problem before and now 3 envelopes shipped sepetally and all lost their way looks quite strange
I feel like its a common practice to keep the items for free
If i contact ebay is there a possibility to check if indeed she done this again and again?

Several years ago, eBay started disqualifying buyers from using Money Back Guarantee if they filed too many disputes. More recently, they started restricting or even suspending all buying privileges.
There appears to be no set threshold for when this happens; I guess there just comes a point where someone looks at the record and says, "This person is more trouble than he/she is worth" or "Something doesn't look right here."

I wrote her that if she wont receive them by tomorrow (Monday evening) i will refund her
I will refund her but wonder if i should also contact ebay and ask them to check if she claim item not received and asks for refund as common practise / scam?
So you will have 3 opportunities to "report buyer" which is what I would do.

You have no seller protection in this case.
