I sold a brand new dvd I got from Big Lots to a buyer. He claims there was no disc inside despite the fact that I bought it brand new. On top of that, instead of him sending pictures, he made a listing with the pictures. What should I do here? This makes no sense

I wouldn't trust much from there to be truly 'brand new' since they get a lot from other stores returns and leftovers. I wouldn't doubt that they re wrap stuff they get that's open. I would assume it to be accidental and probably wasn't there when they got it though.
Or you're customer is lying. Never can tell...

I'd give it 50/50 odds that Big Lots actually repackaged an empty case. Either way if they file a NAD you'll have to refund them. No point paying to have an empty case sent back so refund, block and move on.

Your options are minimal and depend on the buyer's actions.
Did they officially open a dispute on eBay?
Are they making any suggestions or demands?

That's not impossible. DVDs are put in cases by people, and it has happened on occasion one was missed. I bought a brand new shrink wrapped DVD that came without a disc a while back.

If it was a return that was repackaged by a retailer, it would usually be different outer packaging than a manufacturer packaged dvd. You should know what manufacturer packaging is and check.
Big Lots has filed for bankruptcy. If this item was purchased at a liquidation sale in their store, the item may not even be Big Lots stock. The liquidators who handle the sale will usually move in tons of merchandise from other sources to be sold at the same time.
It is a high risk place to buy. You need to be on your guard as to what you are buying. You should be anyway.
