Yes, I know that one of the biggest scams is the buyer changing the address after the purchase. That happened to me this morning for the first time. My listing states that I would only send to the confirmed PayPal address and that is what happened this morning. The package is now at the PO. The customer keeps messaging me regarding the shipment. My big problem is that I now realize that you cannot call Ebay support on the phone. It really has me upset. Upset to the point that I am thinking of getting off the Ebay train after 22 years.
If the buyer is legit, I am looking at negative feedback. I guess my question is this: If I cancel the sale now and refund the customer...does that customer still have the ability to leave negative feedback? I realize that since the item is at the PO that I will loose the item ( to right, or wrong address ?? ), but I don't care about that. I just don't want the negative feedback. Realize I am a little upset & therefore may not make the most sense. Any help appreciated, but I am so so ticked off at not being able to get Ebay help when needed.

You need to accept that not all negative feedback will negatively affect your reputation, and it's inevitable that someone is eventually going to leave you some. I had a scammer call me a disgusting liar in my feedback profile because I wouldn't let him steal from me a second time and cancelled the transaction. If you get negative FB because of the address situation, it's probably removable if you get the right agent.
In any event, your package is at the PO, it's too late to change it. If you end up recalling it (if it's worth enough money to recall), then at that point I'd cancel with problem with buyers address.
Best of luck. Come back here if you run into further trouble with the buyer so we can help you further.

I'm not clear in what happened. Did you ship to the address indicated as the ship-to address with their payment or are you saying they (or someone) asked you to change it and you did?

The eBay and PayPal seller protection policies have not required confirmed addresses for many years. Buyers can easily change the name and/or address attached to the payment, during the payment process. There's even a specific link to do this. The name and address attached to the payment are covered, even if different from those of the original buyer. However, sellers lose protection if they ship to any other address, such as one conveyed in a separate message.
Your story isn't quite clear to me. It sounds like the buyer sent you a separate change-of-address message after the package arrived at your local Post Office? You can recall the package; this is a separate USPS service.

Tell the buyer you are sorry that you cannot chagne the address, because the package has already been shipped.

It is the buyers responsibility to have the correct address before they pay not after. They had more then enough opportunity to make those corrections on the page when they payed. Asking to change address may be a scam attempt and you would loose your protection not shipping to confirmed address. You could do a call back on the package (not free) and cancel the sell as problem with buyers address or contact the PO you dropped it off at to see if it has gone out. You will have NO sellers protection if you do ship to the requested address.

Package was shipped to the Ship to address indicated on the buyers PayPal payment information.

No actually it isn't. Buyers have the ability and need sometimes to set a different ship to address than appears on their account as their normal one. They may be buying something to send to one of their kids or other family member. I use to have to do it all the time to ship something directly to my Mom or my kid at college. The ship to address on the payment is what you should always ship to otherwise you void your seller protection. Ebay and PP do this because they know that buyers have the right to designate where the item is shipped to.

You can have several address saved in your shipping window. All you have to do is pick the one you want to use when you pay and check out. That does not sound like the case here. The buyer already payed for the item using the address they had on record, the seller is now being asked to ship to different address. Contact the buyer via eBay messaging not thru the message you have received to change address. The seller is not going to see the shipping address that the buyer wants to use till after payment and check out.

Oh boy I did not get that from their OP. I just re-read it and I still don't get what you describe. However it certainly could be what the OP is say.
I'm aware of what a seller sees and doesn't see. I've been here quite a while. Thank you.

Tell your buyer it is his responsibility to have his mail forwarded to his new address and that notifying you after you have shipped the item, with an address change, looks suspicious. Tell your buyer you have alerted eBay about the situation.

Taking all the incoherent guilt trip language out, the part in Italics is what I think you're saying:
If I cancel the sale, does the customer have the ability to leave feedback?
I can't call eBay support which has me upset. I am so ticked off at not being able to get eBay help when needed that I am thinking of quitting eBay.
I only send to a confirmed PayPal address. The package is now at the PO with the address I got with the PayPal payment information. The customer is messaging me to change the ship-to address.
Yes, the customer can leave negative feedback for a cancellation. They can also leave a postie feedback. If it's your first neg, it will be upsetting but is NOT the end of the world for you. A cancellation can be good for the customer if they messed up the ship-to address.
eBay CS probably would NOT the best source for figuring this out, we are. You are in the RIGHT PLACE to resolve your concerns.
How do you know that the messages begging you to change the address are from the buyer? Sometimes a scammer may try to get a package redirected so they receive the buyer's purchase.
Sending to the ship-to address that came with the payment is the right thing to do unless the buyer tells you they want to cancel BEFORE you ship.
You can NOT change the address, even if you do get the package back. You lose ALL seller protection if you use a different address.
Since it may be that the buyer is trying to stop the shipment for an honest mistake on their part, if you can get the USPS to return the package to you, that's OK.
BUT DO NOT SEND THE PACKAGE TO ANY OTHER ADDRESS.
Just CANCEL the transaction so both you and the buyer are OK.
