So yesterday I blocked someone cause they were a reseller and today the blocked account bought my item but they used a new account. I knew it was them because their new name was way to similar to the one I blocked and they created their account today, how do I stop them? I cancelled the sale though.

Report the buyer. Buyers are not allowed to create new accounts to circumvent blocks.

Why are you trying to block a reseller? As long as they pay what you are asking, why should you care? If you are upset that they are selling it for more money, then increase your prices.
What reason did you use for canceling the sale? I would not recommend that. You should cancel in only exceptional circumstances. You get a few more defects and you will lose your selling privileges on eBay.

Yeah, I agree. I am essentially a reseller myself. Most resellers are more likely to do more due diligence prior to buying an item than the average customer, so you may even have less return issues. I block when a customer messages and offers a lowball offer, or if I get a message about something, I generally will look at the feedback that member leaves for others and analyze any negative feedback. If they leave negative feedback often and especially when the seller comments about it and it seems like the buyer may be problematic, I block.

WHY? If you see a good deal on Ebay and make a purchase for resale, would you want to be blocked? If you hit some thrift stores and management finds out you resell on Ebay, wold you want them to block you from shopping at their stores?
I don't understand the reasoning on this. If you think the "reseller" is going to buy from you and resell at a higher price, just raise your prices a bit
It looks like you are doing REALLY well with selling Stephen King books... much better than I have ever done!
I guess my thought is that why stop people from buying from you, whatever they do with the items when they get them?

There is nothing wrong with "blocking a seller because they are a reseller".
It makes no sense but there is nothing wrong with it.

Circumventing the block is a violation and sellers can cancel those sales and report the buyer:
When you report a buyer there is no specific reporting selection for buyers circumventing blocks. I usually select a reason that ties to why I blocked them in the first place, even if it's not an exact match. There are real people reading these reports so it's fine if the reason code is a bit off. Once you drill down and select a reason the comment box will appear where you can explain why you're reporting them.
I put ID [id # 1] on blocked list, buyer attempting to circumvent block with new ID [id #2]. Did not find a specific circumventing a block selection under the report flow so I selected the option that most closely fit the situation.

Aren't most sellers resellers?
OP is a reseller. He's not a publisher. He buys books for resale.
Sellers sell to other sellers all the time. What's the issue?

Kind of questionable as to whether this would fall under an abusive buyer. More a question of poor seller practices. Why does the OP even care if the buyer is a reseller as long as they are getting the price they had the item posted for.

OP made an assumption. The "reseller" might have wanted the item for himself, or to give as a gift, or any other reason that didn't involve resale.
Much easier to just make the sale and not worry about the buyer's motivation for buying.
