The item would fit in a flat rate envelope for $8.15.
Buyer buys two of the same item, which no longer fits in an envelope. So now it's a box for $11 and change, but I charged a flat rate for one item of $7.99.
If the buyer is buying two of something, why would ebay only charge shipping for one item? No I am losing money on shipping for a low margin item.
For this one order it's not that big a deal, I am just trying to understand how this works because for a large item, expensive to ship, it could be a huge problem.

You need to change your shipping charge. Most likely, it is set to $0 for an additional item, and that is why only $7.99 was paid. You can input any amount for up to $7.99.

When you enter your shipping charges as a flat rate to all buyers look close. You can enter a single flat rate price BUT then there is an additional box $x.xx each additional item. Fill that in also.

So you are saying that Ebay sets as a default free shipping for the second item, and you have to go in and change it?
That's not something they put on a billboard and make clear to new sellers.

It's not EBAY that only charged shipping for one.
It's YOU that only charged shipping for one.
You apparently set up the listing wrong.
It's YOUR responsibility to check/double check your listing for accuracy.

Actually eBay doesn't "default" to anything. They leave it blank with the assumption that you have the necessary reading skills to see what is in front of your eyes. A 'billboard" would be superfluous. YOU are responsible for filling the information. Considering that the squares are right next to each other it should have been obvious.

This is all well and good to blame the seller when they are on the actual listing page.
BUT, if they are in active listings on Seller Hub and have 1 item left and just use the "pencil" feature to add qty then it will automatically NOT add the shipping for additional.
In those cases one has to actually 'edit' or revise the listing so they can add that additional shipping cost.
So I'd say that in the above scenario then yes, ebay DOES default to zero shipping for additional items, and they've never seen fit to fix that.

I looked close just now after reading your comment. I don't see any box for a second item. It says flat rate that's it.

I strongly disagree. I didn't set anything up Rockstar this is Ebay's default setting. It has to be, because I haven't changed anything.
How can something be MY responsibility when Ebay does nothing to make me aware I need to change it, I am not psychic.
I shouldn't have to guess about this. Ebay should make it obvious. When you say you have multiple items ebay should have a clear area asking you how you want to charge for multiple purchases. I don't see it. Even after reading your comment and others comments I still don't see it. For someone who is new at this, Ebay should not simply set the default to free shipping for additional items. Default means how they set it if you do nothing.
So I still don't see how to do it, so it's obviously not a simple and obvious thing.
While I have over 1,000 feedbacks, almost all of them are from years ago when I sold vinyl records and this wasn't an issue. I am new at selling multiple items and Ebay has done nothing to warn me or point me in the right direction.

That's exactly my point, because after reading others comments, I went back and looked, and still didn't see the option to change the default setting.

This is actually incorrect. You have to go into settings to change it, it's not visible at the point where you are inputting the shipping for an individual item. See the link posted by DownUnder-61 from Ebay.

If I list an item with multiple quantities and offer a flat rate shipping, that extra box will populate on my listing form. As soon as I enter the quantity number greater than one, my screen will spin to add the extra box for my shipping. It isn't there otherwise.

I wouldn't need a billboard if that is what my page looks like. There is not this option, so there is really no need to be so arrogant and condescending. Why bother answering if you are just going to be rude?
