Buyer asking for a refund on item not delivered. He hasn't opened a case.

Tracking says it was delivered to his PO box.  He claims he went there and the PO box was empty and no one can find it.

I've been threatened with negative feedback in a similar situation until the person found the package.  Would you risk a negative over $25?   I'm not sure what to tell this person.  I don't believe insurance covers something if tracking says delivered, but if the people at his post office can't find it where's it's supposed to be maybe that's a different scenario.

WHEN I GET THESE I DID NOT GET IT when it says delivered, I contact the buyer and tell them I am calling their destination PO and I ALWAYS DO THIS, to investigate the problem. Most of the time the Postmaster can tell me exactly where this package is. Sometimes, after I tell the buyer that I am calling their local PO, if they are giving me the business, they SUDDENLY find it.

Boy you certainly go the extra mile.  I always advise my buyer to contact their local PO to see where the item was delivered and when as they now take pics.

Seriously? When did this start?

The pics?  I honestly don't know when that started, but it was a while back.  They also have GPS readings on where they delivered items.

yes, there normally is, but it seems the buyer has not done anything but make a threat of negative and has yet to open a case.

Different buyer. This buyer hasn't threatened yet. Another one did.

I go the extra mile because I am going to be certain that these packages get delivered properly and you know I deal in fairly high value merchandise.

Did not know that USPS was taking pics of deliveries. I will have to ask about that sometime at the Post Office when I do a drop off.

Just as a data point, ours does not and never has taken pictures, but they're really good at pulling up the delivery data when asked. Fortunately I don't have to do this often, but if I do go in to ask about a supposed delivery that didn't arrive, they'll pull up a printout from the GPS data that includes a map pinpointing which driveway it was at.

We've straightened out a few messed-up deliveries this way, including a really interesting one where some scam outfit in New Jersey used an old tracking number to my address on a scam package to someone else in town. I wasn't even the scam victim, so it's not clear how they obtained a tracking number for my address (I got the standard USPS.com delivery alert even though I wasn't expecting anything from NJ), but it ended up going to their Unclaimed Mail outlet in Georgia after being refused here, then returned but refused back in NJ, and postal inspectors in NJ were supposedly going to chat with the sender. I was told this happens a lot.

I personally don't think ebay should have refunded her at all.

@delmarva_figures

We haven't had any recent updates from you.  What ended up happening?

FYI the Feedback rules have recently changes.

Buyer asking for a refund on item not delivered. He hasn't opened a case.

Tell the buyer to open a case.

If/when he does, respond to the case with the tracking number that shows item was delivered.

He will lose the case.

If he leaves you a negative feedback, ebay should remove it.

Have forgotten to ask when dropping off, but I'm still a bit skeptical about USPS pics other than during "the processing along the way" part of the journey 🤔

I asked. It is not, at least in this area, a capability and is not being done at the point of/time of delivery.
