Buyer address vs Ship-to address in the CSV order export file - Is there any use of buyer address?

I use another shipping application to handle orders.

The ebay sales orders are exported in CSV file. I see there are 2 sets of fields:

Buyers address

Ship-to address

So I understand the Ship-To address in the CSV file is a confirmed customer's shipping address.

What's the purpose of the Buyer address. Does the buyer address determine what Sales tax ebay charges buyers?

If yes, I assume I would use the buyers address to determine how much to charge sales tax was charged if I was collecting sales tax myself?

What else is the use of buyer's address?

Or is that whole duplicity with address because Ebay needs to confirm the customers address plus getting the IP address, which means ebay has 2 or 3 data points to confirm the customers address and charge location for tax.

Since I don't charge Sales tax yet, I may just ignore the buyers address for the moment, I guess.

Etsy also has same thing, buyers and ship-to address. Having less import fields to deal with means less headache for me.

It's not "confirmed" anything; it's just the address to which the buyer wants that item delivered. They can pick a different Ship-To: address for any or all of their orders; there's no obligation for them to use only their eBay registration address for their purchases.

The seller address determines what sales tax should be charged. eBay collects it for the seller.

I can't see exactly what you're looking at, but generally speaking, a CSV file will give you every field within each record, and it's up to you to pick and choose what you want or need. You can either do your own parsing of the CSV file once it's downloaded, or put together a report-generator format that will let you specify which fields of each record you want to download, and ignore the others.

My understanding is you ship to the address given with payment..which is the SHIP TO address.. that address is also used for ebay to collect the sales tax.
