Buyer able to get around BBL with same user ID

Today I received 3 sales from someone on my BBL.  They are a drop shipper for another selling platform.  About a month ago they placed 10+ orders from me, all to different addresses.  Then tried to return an order for wrong size.  Ebay closed the return as this buyer admitted through messages that he is in fact a drop shipper and uses sellers to do it.  He lives in the Ukraine and uses small sellers on eBay in the United States to drop ship his orders from another platform.  Even though eBay closed the return down for drop shipping, he had his buyer send me the item back.  When I received it, it had an invoice for the other platform in it for the return.  The item description was incorrect, so that is why the person wanted to return them.  He was then able to call eBay and have them flip the return case and then leave me with a defect.  I had to call eBay and they did remove it but they still refunded him which is insane.  He has been on my BBL for over a month now and was able to place 3 orders this morning, using the same user ID as the one on my list.  Ebay is really dropping the ball on this one.  He has admitted several times in emails he is a drop shipper.  

 

Ebay told me to cancel the 3-orders from today which I did.  But had to waste a lot of time calling them and then calling managed payments to get my processing fees back.  I shouldn't have to do all this.

That is quite disturbing.  Did you check carefully that the ID is EXACTLY the same as the one on the BBL?  Changing a space or character in the ID may have caused the problem.  Did CS tell you why this happened? 

What your buyer is doing is NOT reshipping the the strictest sense of the word.  They are using retail arbitrage which is against ebay policy.  Not to say ebay will do anything about it, but just sayin' for what it is worth. 

Hopefully, you cancelled those sales for a reason that will not result in a defect for you. 

If you get this resolved,  please let us know.  You may have to tag someone in this post, since the boards are not working properly, and once the thread gets moved down the pages nobody will know a solution was found.

I would double my prices on the stuff he flips and see if he sticks around.  Sometimes a problem is actually an opportunity.

Yes the user ID is exactly the same.  Even the eBay rep couldn't figure out how he got past the BBL but he did.  There is currently an IT ticket opened.  I did cancel the 3-purchases for something wrong with address.  About 30 minutes after I cancelled I received 2 more purchases for the same quantity going to the exact same addresses of 2 of the 3 cancelled earlier.  This time it was a different user name based in the US.  So I called eBay back and reported it again and cancelled those as well.  That is 5 different orders from the same user using 2 different user names now.  It's really really annoying.  I found his listing on the big A platform and he for sure is using my items/listings to sell stuff he does not possess or is never in possession of.  This is the first time in over a decade of selling that I've had this happen.  And eBay just keeps saying the same thing "we can see his account is flagged and he has been reported several times by lots of different sellers."
