So trying to keep it short...
A particular buyer has sent me spammy messages in broken English, trying to get me to ship items for less (without tracking of course), offering me 25% of my asking price, etc.
He has multiple IDs and I block them whenever I can. 10 known so far. I reported to eBay as many as I could. Still, he won 3 auction items from me, and now wants to cancel because I don't combine shipping. It's pretty hard to combine shipping when one wins 3 items with 3 different IDs. I sell a card game with only a few other sellers, and most of us know each other. I've heard from two sellers about him already, and we share all his known aliases for our block lists.
Anyways, I don't know what to do about this. Some of his aliases have 5-10 feedback, and I don't want to block everyone with that feedback score (to bidding on only 1 item). He uses the same address for all of them, but how can eBay really keep him off? He seems to be trolling, but I don't know. Something in this card game got under his skin and he lost his marbles, apparently.

It doesn't sound like it in this case based on your previous experience with him, but we've seen posts about non winners messaging the seller, pretending to be the winner, and asking for a change of address because of some family emergency. It has caught many-a-new sellers.
No, he does not. Per Trinton, if a buyer circumvents your BBL you can report and cancel the transaction using bad address and add the new IDs to your BBL. OH, and you do not have to prove it, you just have to have a reasonable suspicion.
I made my post based upon the OP's original post stating that this buyer wanted 3 sales cancelled from 3 different winning IDs because the OP wouldn't combine shipping. My answer wasn't based upon the block circumvention. It is correct as it stands.

i would let them cancel and block them. it is very very possible they would turn around and leave neg/neutral feedback, or start a return. i would rather lose a sale than drop my accounts reputation. and i am not even sure that ebay would let you combine ...

Just sayin' I like the money rather than green or red donuts. The donuts don't count for much anymore, and threatening to leave you a red one "if you don't do what I want" is like stomping my foot and saying I will smack you with a wet noodle.
Just my opinion.

According to PP Community Paypal blocks can be put in place.
