Buyer Returned Item as 'Vacant' – Same Person or Coincidence?

The buyer purchased the item and I shipped it, but it was returned to me marked as 'vacant.' I sent multiple messages but never received a response. I refunded the buyer, excluding the shipping fee, and relisted the item. It sold again within two days. However, the buyer's ID, name, and address are different, though they share the same city, state, and ZIP code.
It seems highly suspicious that it might be the same person. What should I do? Both have received no feedback and recently created their accounts.

You should ship the item.
Once something is paid for the thing to do is ship.
Dont over analyze. You might be right and it is the same buyer but it could also be a different buyer.

Could be a friend or family, but as long as they paid, I wouldn't worry about it and ship the item.

It does seem awfully coincidental to me as well, but you have no way to know for sure.
I agree with the others .... as long as it's been paid, I would go ahead and ship it.

It was so unusual that I had to ask. It took 3 weeks to ship and receive the item again, and since it’s a seasonal item, I don’t want that to happen again. I asked the buyer for the address, and he responded. The previous buyer never replied, even after I offered a refund.
