I understand it is now possible to block bidders/buyers who have too many returns. But, when I go to seller help and follow the link to "selling preferences" as it says, I only get a page that allows me to unblock specific bidders. It appears they've moved the page to set preferences without updating the instructions. Does anyone know where I can update my selling preferences?
This doesn't work:
You can also choose to block buyers based on certain criteria. For example, buyers living in a country you don't ship to, or buyers with excessive canceled orders because they didn't pay for items.
Here's how to block buyers based on specific criteria:

Try going straight to the bbl page via this link:
https://www.ebay.com/bmgt/BuyerBlock?
It always gets me right there. Once you summit your block, another page should show you some additional blocking options. Good luck.

Gotta love that lack of punctuation. I sometimes wonder about the language skills of whoever it is who's writing those Help pages. 😉
I'm not aware of any setting for screening buyers who have too many returns, but here are some of the basic setting pages that you may use most often:
Your Unpaid Purchases page for automatically closing Unpaid items and giving deadbeats an Unpaid slap is here: https://www.ebay.com/Cancel/Preference/UnpaidPurchase
(There is also an exception list maintained on that page if you want to exclude buyers whom you're allowing to pay late.)
Your Blocked Buyer List is here: https://www.ebay.com/bmgt/BuyerBlock?
Your Buyer Management page for screening buyers with Unpaid slaps in their history is here: https://www.ebay.com/bmgt/buyerrequirements
You can view the results of your screening for Unpaid buyers on your Buyer Requirements Activity Log here: https://www.ebay.com/bmgt/blockedbuyeractivities

Thanks, I can get to that page, but it only allows me to block individuals. (I use it regularly.) I was trying to set preferences so that anyone with too many returns can be blocked. I block anyone with 2 or more unpaid strikes, but, I was told you can now block for returns as well.
I just went to the list of bidders who have been blocked for too many unpaid strikes (it's way too long for the amount of business I do - just sad), the funny thing is they all have 100% positive feedback, and eBay thinks that's a good thing. Maybe if every unpaid item strike was an automatic negative, there wouldn't be so many people bidding and not paying.

Here's the page where you can set your buyer requirements:

There's no way to block members based on their number of returns. Sorry, someone had a misunderstanding.

A member posted yesterday that they have it set to block buyers with 2 returns in a month or something like that, but it's not possible.

Where did this come from?

Agreed. You can block 2 unpaid-item cancellations in a month, but you can't block based on returns at all.
I suspect it's a misunderstanding, like all the sellers who think that they can (or used to) block buyers with zero or less than 5 feedbacks.

this one started out on the wrong foot
its just not possible to block buyers who have had a lot of returns
most sellers blocks consist of buyers who have had 2 or more non pays
you can also block for a negative feedback number such as -2

The buyer requirement is something eBay should have never default everyone into, it should be a sellers choice, and if you ask me it's a choice between whether you want to get offers anymore or not, because buyers absolutely HATE it, including me I won't even make an offer anymore unless the boxes are unchecked on a sellers store, I have requested dozens of times that a seller uncheck them, and most seller have no clue where to find them, or aware of what's going on, All they know is the offers have dried up.--
