Buyer Requirement: Block Buyers with a negative feedback score

Just wondering.... If eBay will not allow a Seller to leave a Buyer Negative Feedback, then why is there an option under "Buyer Requirements" to block "Buyers with a negative feedback score".

That's been there since the days when buyers could receive a negative. Plus, the account could still be in negative territory if they sell on the same ID.

You used to be able to leave a red donut for a buyer. It was a useful block back in the day when we had the Nigerian Bin Bandits as they were called.
You would get an amusing message:
Greetings: I am at a religious convention in the UK (Greece, France, etc.) and I bought this laptop for my (grandmother's, uncle's, sister's etc.) (first communion, wedding, graduation, etc.) . I would like to ship it directly to them so it arrives on time, I will pay you $200 extra for overnight shipping.....
As soon as you got that message, you could award the user a neg. If it was a new zero feedback ID (most were), it would put their score at "neg one" and they would have to get a new ID if they wanted to continue the game with sellers that had the neg one block in place.

I buy and sell from the same account. Don't worry everyone, I don't buy high dollar items with this account so I don't get aggressive if a seller tries to screw me. 🙂
Good thing is that I don't get more negative feedbacks as a seller than the number of positives I get in total... which could be the case of some members (buyers) with a negative feedback score.

I wish there is an option for new buyers with 0 fb or negative fb. a new buyer with 0 fb won an item.. claim item is fake (which it is not). got money back but refuse to return the item( i offer to pay shipping back or even pickup since its local).. now he even block me from messaging him on eBay.. not sure how this is allow

You should not be able to block new users just because they are new. 99.99999% of them are legitimate buyers who may have joined just to purchase your item. It is the long-time buyers who are most savvy to the scams they can pull.

How did they get a refund before returning the item? Did they open a case and eBay stepped in to force a refund and let them keep the item?

Yes they open the case get ebay to step in and next day eBay closed the case and side with the buyer.. tried to message the buyer on eBay seems to be blocked.. sent a email to their email but no reply..

Once a case is opened, you should have offered to accept the return. If you do not respond, and the buyer asks ebay to step in, the odds are that ebay will find in favor of the buyer. You get a defect on your account for an unresolved case. If you have No Returns on a listing, that is only for buyer's remorse: changed mind/found it cheaper elsewhere/doesn't fit. For those reasons you can decline the return. Otherwise, you accept the return.

It is an outdated section of the Buyer Requirements page. The seller could leave the buyer a negative feedback many years ago.
The other sections are useful especially "Buyers with Unpaid Item strikes". That should be updated to "Block bidders and buyers who have received 2 Unpaid Item strike(s) within 12 month(s)

I agree we shouldn't block people just because they're new to e bay . However aren't some of them really long time '' buyers'' who just keep changing ID's to commit scams ? Tulips

True , scammers try that phony bit on just about everything online these days . I wonder how many millions of people have received the '' Attention inheritor '' e mail ? Probably quite a few . One of the worst and saddest I seen was when a close friend joined a religious online dating site . She met a real nice man that seemed perfect for her [ too perfect ] . After two months of wooing and I love you's over the phone he began asking for money to help fix nearly everything that could ever possibly go wrong in a person life .It turned out he wasn't even an American as he claimed . She really believed she had fallen in love with this man and so needless to say she was devastated when the sad sad truth reared it's ugly head. Hopefully soon modern technology will catch up to these rotten apples . Tulips

@turquoisetulips - eBay has made it very easy for the ones who want to commit scams. They don't even actually have to register or sign up for a new ID, all they have to do is check out as a guest.
A lot of the 0 feedback buyers we end up having issues with are actually guest accounts. The most egregious example is the scammer that has repeatedly targeted us for 9 months with multiple guest accounts, but there are a few others that have been just average "bad buyer" issues as well.
I think there are huge differences between a new user who just registered a real account but hasn't gotten feedback yet and a guest account with 0 feedback that could be being used by a long time scammer to cover up their past history. I wish eBay did more to differentiate between these two very different types of 0 feedback "new" users because the amount of risk the seller is taking can be vastly different in each situation.
I have no problem giving a chance to legitimate new users who are just starting out and haven't built up any feedback yet, but after the ordeal we've been through this year with guest account scammers, I would absolutely love it if eBay would give us the option to block purchases from guest accounts. Sadly, it seems to be a loophole that eBay is very aware of and has no desire to do anything about.
