If a buyer requests to cancel an order, but the seller does not agree to cancel the order, can the buyer leave negative feedback? It is very bad for sellers to cancel orders, and can even lead to penalties, so is it the same for buyers? The buyer already paid for the item. It seems to me that if they agreed to buy the item (and even pay for it) then they should be held to it in the same way sellers are. But, if the buyer can leave negative feedback then it seems the seller is strong armed to cancel the order even if they don’t want to. I think that if the seller requests a return then they can’t leave feedback regardless of if the seller agrees to return the item or not. Is it the same for cancelation requests?

It's never in your best interest to NOT cancel an order when requested by a buyer.
It is NOT bad for a seller to cancel an order with 'buyer requested cancellation' and there will not be any negative marks on your account for doing so. Nor will there be any penalties.
But yes, if you refuse to cancel an order, I am pretty sure the buyer can leave any feedback they desire. And if I was the buyer, and you forced me to use one of the other methods to get my money back, I would be quite annoyed.

When a seller cancels a transaction, there are several options to choose for reasons. Some reasons lead to defect points and penalties, but choosing "Buyer requested" has no penalty. Do it.
Yes, the buyer can leave you negative feedback if you refuse to cancel, and ship the item despite his request. After receiving the unwanted the item, he can claim that it is defective, so you get stuck with paying for a full refund and return shipping, as well as bad feedback.

No, it is not bad for buyers.
It seems to me that if they agreed to buy the item (and even pay for it) then they should be held to it in the same way sellers are.
eBay is a venue where any buyer can steal any item from any seller at any time by filing a fraudulent dispute. And it is a venue where a vindictive buyer can destroy a seller's reputation and punish him financially.
It makes absolutely no sense for a seller to attempt to coerce a buyer to purchase an item that he clearly does not want. eBay is actually doing you a favor by letting you cancel the transaction.
Don't live to regret your stubbornness. Just let it go and cancel the transaction.

It seems to me ebay should count cancelled orders against the buyer the same as retracted bids. I have noticed more cancelled orders lately. It should count against the buyer, especially when the seller has other watchers who no longer watch the item because they think it sold.

As an ebay seller you are essentially working in retail. Retail stores take returns all day long. I used to think I was special by "having a store" on ebay. Once I got over myself sales skyrocketed.

There are a number of question asked in this post and I shall attempt to answer each question.
1:In all cases where item has not been dispatched sellers should accept a cancellation and yes buyer can and in my view should leave negative feedback.
2: Sellers have no control over what buyers do including type of feedback left.
3: It is not bad for sellers to cancel orders, and no there are no penalties for seller and buyers account is marked with a defect.
4: No as buyer has a right under law to return the item and to avoid cases like INAD and waste money on postage it is better for sellers to always accept a cancellation.
5: Seller can not request a return only buyer can do this.
