I don't grasp it all, but I am starting to see listings that are part of a roll out of "managed payments?' program. I searched for something last night and found what I wanted at a fair price and I tried to buy it. But, on the next screen the message said that the seller was testing managed payments and I couldn't use Paypal??? Really? But, I like Paypal. It is easy, I have a Paypal balance, I have Paypal credit, all because of eBay. Now, I can't use it on this new program? C'mon eBay. You know what I did? Yep, back button. Why re-invent the wheel? Profit?

Yes, profit. Now that they're two separate companies, eBay wants that payment processing fee.
Have you considered applying for a Paypal debit card? You can use your Paypal balance anywhere debit cards are accepted. It was painless and fast. I'm kicking myself for not getting one sooner. (not really, I'm not into self harm, but you get the point)

Why is eBay managing payments?
In today's ecommerce landscape, shoppers expect to be able to check out and pay on the site where they're shopping. With the new experience, eBay will manage the payments transaction, which means shoppers will be able to complete their purchases all on eBay. At the same time, sellers will no longer be paid directly from buyers via PayPal, and instead will be paid daily and directly to their bank accounts.

I guess eBay needs to put a left side bar tab on a search result that filters for paypal accepted sellers only?

Managed Payments will be adding Paypal back in sometime later this year. Etsy uses Adyen for processing and acceptsPaypal through there.

If the goal is to move PayPal sellers to Managed Payments, why in the world would eBay add features to help people find PayPal sellers?

I think a lot of buyers do that; hit the back button. They like familiarity, not a dose of disorientation. It seems some sellers who opted into the program were unaware of the "no paypal offered" too, and can't opt out. Or so some posts say.
I don't think ebay cares if anyone is dissuaded from buying from those sellers that opted in, although some sellers care, and more buyers care just to move on to someone that does offer paypal.
Ebay says "we're working on it":
"Offering PayPal in a managed payments model required a new integration for us, and we're working on it and expect to make PayPal available in summer 2019."

Dreading when Ebay does change over to all managed payments based on their history of not being able to fix anything unless it is to Ebays financial benefit. I can't wait to see how Ebay handles it when their program shorts the megasellers deposits due to another so called glitch. The big boys won't tolerate a program as useless as Ebays platform is quickly becoming. I also cannot wait to see how Ebay handles it when they suddenly have to deal with the various governmental agencies involved with the banking industry and find that all the buzzwords they use for the SEC and Wall Street are suddenly as useless as the Search Engine is quickly becoming.

Ebay has said that Paypal will be available in Managed Payments in the summer of 2019, supposedly.

In 18 years, both as a seller and a buyer, I have never had a problem with eBay coming through on their policies or money back guarantee.
For me, their site performs flawlessly.
