Buyer purchased item on Friday, opened INR on Tuesday morning. Even the post office won't let you open a lost mail request for 7 BUSINESS DAYS after shipping.
Package says it was delivered Monday, so it's a case of scanned as delivered and then left for the next day or mis-delivered, but I don't think the INR should have been allowed to be opened yet. What's next? Open one the day of shipment to ask Where is My Item?

eBay allows buyers and sellers to handle any requests before they actually get involved. It is not eBay that you should be mad at, because they are allowing you to handle this on your own.
If my package showed delivered but I got no delivery I would also pursue the eBay MBG so I could retain my protections as a buyer. Then the seller can handle the request. You seem to have a good understanding of possible events and you can communicate this to your buyer to help them be assured you are here to help them.

The trigger was that the package shows as delivered - not a matter of how many days have gone by or not.
Be sure you upload the tracking number to the INR dispute so you can get it closed out before they get an automatic refund. After that you can send them the usual advice on checking with the carrier - friends - family - ect.

Not at all: as noted above, if the tracking shows a Delivered status to the buyer's City and ZIP, then the OP should upload the tracking number to the INR dispute where indicated, and the case will be resolved in the seller's favor. This is probably the easiest dispute to resolve. Conversely, it's also the easiest to lose, if the seller does not upload the tracking number by the response deadline, as eBay will then award a full refund to the buyer.
Once you get out from under the INR dispute by uploading the tracking number showing Delivered, then you can move on to diplomacy: sending suggestions to the buyer on where they might check and who they might want to ask, in case the package was picked up by someone else.

eBay is not involved yet. Just because a buyer opened a request does not mean eBay is involved? eBay does not get involved until the request escalates into a case which takes a few days minimum.
During this time frame the buyer and seller can work together to resolve the issue. In fact the directions you receive from eBay when a request is opened it to work with your buyer to resolve any issues before we get involved.
The way I handle these exact same requests (buyers says they did not get it, but tracking shows delivered) is to tell the buyer they have a MBG with eBay and they should retain that guarantee buy opening a request for INR and I usually explain to them how to do this. I also tell them to look for a possible delivery within the next day or two that sometimes packaged get scanned as delivered before they actually get delivered.
After they open the request I supply the tracking details to the request which informs the buyer that the seller has responded to the request with updated info. I also ask them if they want me to open a missing package investigation for them with the USPS which would include me giving your personal info to the post office investigation.

Does anybody else see the idiocy of this?
eBay utilized the tracking provided that showed the item as delivered....... to allow the buyer to open a case for non delivery?
So the Seller should re submit the same info that eBay used to verify delivery (so that a case could be opened)...... so they can use that info (provided a second time) to show that the item was delivered and close the case?

Actually when you get the message from eBay informing you that the case has been closed in your favor. eBay also tells you that your account will not get any performance marks against it, and that any feedback left for this transaction will be removed automatically.

Totally agree. And ebay LOVES, LOVES, LOVES those metrics dings now that they will push sellers into the higher FVF. They have no idea how many sellers they are in the process of losing.

The buyer had already opened an inr so telling them how to open an inr would be redundant.

I don't believe they remove it from your seller metrics.
There is no fee increase for high inr service metrics, only for nad metrics.
